Academic Framework Introduction
The Centre for Languages at Hiiraan University is established to provide structured and
progressive English language education to university students and members of the wider
community. The Centre aims to develop learners’ ability to use English accurately and
confidently, with particular emphasis on spoken communication.

learner-centered approach to language learning
Programme Overview
The primary objective of Hiiraan University is to train qualified manpower equipped with strong foundations in science and arts, alongside technical and managerial skills, to support peace, reconstruction, and sustainable development in Somalia.
The English language programme is organized into six progressive levels, using Cutting Edge
(New Edition) as the core teaching material. The programme is designed to guide learners from
beginner to advanced proficiency through a structured and coherent learning pathway.
Each level contributes to the development of the four language skills – speaking, listening,
reading, and writing – with greater emphasis placed on speaking throughout the programme.
Programme Levels
The Centre for Languages offers the following six levels:
1. Starter
2. Elementary
3. Pre-Intermediate
4. Intermediate
5. Upper-Intermediate
6. Advanced
Time Structure and Duration
Each level is delivered over a period of three (3) months.
Contact hours: 8 hours per week
Estimated total contact hours per level: approximately 96 hours
The schedule allows sufficient time for instruction, practice, assessment, and feedback across all
four language skills.
6. Teaching and Learning Approach
Teaching at the Centre for Languages follows a communicative and skills-based approach,
aimed at developing learners’ practical use of English.
